MEIEC - Milan Economic Impact Evaluation Centre Series https://libri.unimi.it/index.php/meiec <p>MEIEC Series is dedicated to the dissemination of research conducted within the MILAN ECONOMIC IMPACT EVALUATION CENTER, on evaluating the economic impact of public and private initiatives and policies. </p> <p>MEIEC Series is one of the tools to build an “engaged scholarship” approach towards the development of public policies and private investments, based on impact assessment, focusing on increasingly close collaboration among universities, businesses, public institutions and civil society, to create a new knowledge infrastructure to support decision making.</p> <p>In particular, this series responds to the need to spread the culture of economic impact evaluation outside of the academic world: by means of analysis dedicated to measuring the real economic and social impact of institutions’ and private sector’s decisions. Occupational welfare is increasingly playing an important role in service provision, complementing those offered by the public sector. The book starts from the premise that occupational welfare should be widely embraced in the cooperative sector, given its foundation in solidarity and mutual aid. However, the specific context of Lombardy exposes certain limitations regarding the adoption and spread of occupational welfare, shedding light on the contradictions faced by cooperatives due to ongoing processes of transformation, expansion, and market competition, compounded by the tightening financial margins in sectors such as social and educational services.</p> Franca Maino Rita Florio Riccardo Grazioli Stefano Ronchi Copyright (c) 2025 The Author(s) https://creativecommons.org/licenses/by/4.0/ 2025-12-01 2025-12-01 L’Intelligenza Artificiale negli enti locali https://libri.unimi.it/index.php/meiec/catalog/book/265 <p>This report presents the principal findings of a project conducted between June 2024 and March 2025 involving municipalities—primarily in Lombardy—with the aim of assessing their knowledge and expectations regarding artificial intelligence, as well as taking stock of the current level of adoption of such technologies. The project comprised training activities, an exploratory survey, and the development of a prototype application with potential operational implications for municipal administrations. Although the survey was extended to all municipalities in Lombardy, Veneto, and Emilia-Romagna, only 72 municipalities participated—a figure that, in itself, indicates how distant these issues still are from the day-to-day realities of local government. By contrast, analysis of the questionnaire responses reveals an overall proactive stance: AI is seen as a means to free up resources, extract value from data, and support decision-making. The stated priorities converge along three axes: automation of repetitive processes, large-scale analytics, and the development of decision-support tools. The cautions expressed are judicious, focusing on model transparency and the preservation of human control, both considered indispensable for adoption. In parallel, the pilot initiative led to the development of a prototype for the automatic classification of municipal web pages, aligned with AGID guidelines and designed to enhance accessibility and interoperability. The Green Deal and the Next Generation EU plan launched by the European Union, within which the National Recovery and Resilience Plan (NRP) is situated and from which most of the economic policy initiatives of recent years descend, clearly place the so-called twin transition at the center of the development strategies of economic and social systems. This volume presents the results of the research project coordinated by Edoardo Della Torre and carried out by the MEIEC center of the University of Milan in collaboration with Federchimica with the aim of analyzing the impact of digital and ecological transformations on companies in the chemical and pharmaceutical sectors. Awareness of its importance is widespread, but there is a need to support local authorities so that they make a necessary qualitative leap in quality, even against the most common attacks that strike and claim victims in both the public and private sectors.
