Synopsis

The chapter analyzes the role of public actors in the creation and consolidation of open social innovation (OSI) ecosystems, supporting collaborative processes that generate value for territories and communities. Public actors at various levels of government can enable social innovation by developing and implementing ad hoc policies supported by specific administrative tools. The qualitative analysis of four case studies highlights how the public sector acts as a promoter, facilitator, and financier of social innovation ecosystems. It reveals the enabling conditions and main challenges that hinder their transformative potential, emphasizing place-based approaches and collaborative dynamics.
