Synopsis

The geopolitical tensions and the technological development are influencing the development of the European Union legal framework for payment services and systems. This chapter investigates how the draft regulation on the digital euro is consistent with the European legal framework for payments. The legal analysis is based on three regulatory features of this framework: the electronification of the payment operations, the pro-competitive regulatory approach, and the financial inclusion.
