Synopsis

This paper reflects on the central role of banks in the widespread adoption of the digital euro, viewed as a public good that complements—rather than serves as an alternative to—private payment systems. The digital euro addresses public policy objectives such as monetary sovereignty, strategic autonomy, and support for digitalization, but it must be effectively adopted by citizens to succeed. This requires concrete and attractive use cases, developed in part through collaboration with banks. Even amid significant constraints (financial stability, holding limits, business model), the digital euro can become a platform for innovation, capable of generating network effects and new utility, fostering a virtuous coexistence between public infrastructure and private solutions.
