Synopsis

The MHEO Fifth Report covers the foundational topic of the socio-economic impact and sustainability of the Italian system of higher education, with an interdisciplinary approach. After a first Section presenting trends and dynamics of higher education in the world, in Italy, in Lombardy and in Milan, the second Section of the Report presents in-deep analyses on university patents and spin-offs, civic universities, and a survey on students’ financial knowledge. The third Section examines the environmental, social and economic-financial bases of the Italian higher education system, with a special focus on the public financing of universities through the Ordinary Financing Fund. The Report closes with an appraisal of the last three years of activities promoted by MHEO.

Author Biographies

Giovanni Barbato, Univesity of Milan

is Researcher Tenure Track (RTT) at the Department of Economics, Management and Quantitative Methods (DEMM) of the Università degli studi di Milano. His research interests are predominantly on public management issues such as performance measurement and evaluation mechanisms as well as strategic processes in public sector organizations, with a particular focus on higher education institutions.

Carlo Fiorio, Univesity of Milan

He earned his PhD in Economics from the London School of Economics (2004), where he also completed an MSc in Econometrics and Mathematical Economics, following a PhD in Public Finance from the University of Pavia in 2001. He is currently a Full Professor of Public Economics at the University of Milan, where he serves as Vice Rector for Budget and Finance and formerly served as Chair of the Department of Economics, Management, and Quantitative Methods. His research focuses on public economics, applied econometrics, health economics, and inequality analysis, and he has published extensively in leading international journals such as the Journal of Human Resources, Health Economics, and The Econometrics Journal.

Michele Meoli, University of Bergamo

is Associate Professor at the Department of Management, Information and Production Engineering, University of Bergamo, where he teaches Finance and Business Organization. He is the Deputy Director of the program in Management Engineering, and Director of the CISAlpino Institute for Comparative Studies in Europe (CCSE), University of Bergamo and University of Augsburg, where he coordinates the Research Group on Higher Education. He was Marie Curie Research Fellow at the Centre for Econometrics Analysis, Cass Business School (City University, London). He is an advisor of the Italian Ministry of University and Research on Higher Education and Right to Education. He is member of the Editorial Board of European Journal of Higher Education and of the Editorial Review Board of Small Business Economics. His research interests include Corporate Governance, Corporate Finance, Academic entrepreneurship, Higher Education and Science Policy.

Stefano Paleari, University of Bergamo

is Full Professor of Corporate Finance and Public Management at the University of Bergamo, and the Advisor of the Ministry of Higher Education for the implementation of the National Plan for Recovery and Resilience. He was the Rector of the University of Bergamo, from 2009 to 2015; Secretary General of the CRUI (the Italian Council of the Rectors of Italian Universities), from April 2011 to September 2013; President of the CRUI (the Italian Council of the Rectors of Italian Universities) from September 2013 to September 2015; Board Member of the EUA (European University Association) from April 2013 to April 2017; and Member of the Coordinating Council for Higher Education of Portugal, from 2016 to 2019. In addition, he is currently Member of the Steering Committee of the Istituto Toniolo, founder and promoter of the Sacred Heart University of Milan.

Matteo Turri, University of Milan

is full professor of Public Management at Università degli Studi di Milano. His research topics are control and evaluation systems, higher education and public management. He is currently the Principal Investigator of MHEO (Milan Higher Education Observatory), President of the Independent Evaluation Unit at University of Padua and University of Pavia and President of the Quality Assurance Board at University of Milan.
