Synopsis

Bureaucracy, originally designed to ensure impartiality and continuity in administrative action, often becomes an obstacle when formalism degenerates into sterile ritualism: no longer a safeguard of legality, but an excuse for avoiding decisions. This "defensive administration" is accompanied by a more subtle yet equally pervasive phenomenon: stupidity, which can be distinguished into two forms, functional and detrimental. Added to this are a systematic resistance to the use of data and a logic of "organizational removal" that prioritizes internal stability over effectiveness. Excessive sectoral specialization further exacerbates the problem, creating self-referential silos in which offices such as accounting or data protection end up working for their own procedures rather than for the service delivered to citizens, reflecting a genuine administrative form of Parkinson's Law.
The manuscript revisits Max Weber's "iron cage" from a contemporary perspective, showing how procedural determinism has replaced a culture of results with a religion of procedure, where form ultimately overwhelms substance. Applying Carlo M. Cipolla's framework to public administration demonstrates how many defensive behaviours, of which the unjustified avoidance of direct procurement is a paradigmatic example, simultaneously harm citizens, suppliers, and public organizations, thereby constituting a clear case of detrimental stupidity.
Rejecting the cynical argument that inefficiency nevertheless generates employment and contributes to GDP, the manuscript argues that genuine public value stems from measuring outcomes rather than compliance. It therefore advocates a new managerial profile: not merely an executor of rules, but an "intelligent translator" capable of interpreting regulations in light of their underlying purpose. Only a cultural paradigm shift, even before a technical one, can transform the Italian Public Administration from an iron cage into a driver of change.
