Synopsis

​​The book provides an exploration of occupational welfare within the cooperative sector of Lombardy, placing it within the larger context of the social economy and examining its opportunities, challenges, and future prospects. Occupational welfare is increasingly playing an important role in service provision, complementing those offered by the public sector. The book starts from the premise that occupational welfare should be widely embraced in the cooperative sector, given its foundation in solidarity and mutual aid. However, the specific context of Lombardy exposes certain limitations regarding the adoption and spread of occupational welfare, shedding light on the contradictions faced by cooperatives due to ongoing processes of transformation, expansion, and market competition, compounded by the tightening financial margins in sectors such as social and educational services.

Author Biographies

Franca Maino, Università degli Studi di Milano

Associate Professor at the Department of Social and Political Sciences of the University of Milan and Scientific Director of the Laboratorio Percorsi di secondo welfare. She is a member of the Steering Committee of the journal "Stato e mercato", the Scientific Committee of the Alliance against Poverty, and the Steering Committee of the Pact for a New Welfare System for the Dependent. She is President of the Ufficio Pio Foundation in Turin. In 2023, she co-authored (with S. Sacchi, A. Ciarini, G. Gallo, R. Lodigiani, and M. Raitano) Sostegno ai poveri: quale riforma? Dal reddito di cittadinanza all'assegno di inclusione (Egea) and edited Agire insieme. Coprogettazione e coprogrammazione per cambiare il welfare (Percorsi di secondo welfare). Her contributions have appeared in Italian and international scientific journals.

Rita Florio, Università degli Studi di Milano

Research Fellow at the Department of Social and Political Sciences of the University of Milan. She was a researcher at CERGAS at SDA Bocconi. She holds a degree in Economics and Management of Public Administration and International Institutions (MSc) from Bocconi University and in European Affairs (MSc) from Sciences Po University in Paris. She obtained her PhD in Public Policy and Administration from Bocconi University. Her research interests include public and healthcare management; ethics, ethical dilemmas, and value pluralism in public services; the relationship between the social economy and welfare services; and organizational dynamics between professionals and hybrid roles in complex organizations.

Riccardo Grazioli, Università degli Studi di Milano

Research Fellow at the MEIEC Milan Economic Impact Evaluation Center at the Department of Social and Political Sciences of the University of Milan. He was a researcher at the CESPEM Center for Economic and Monetary Policy Studies at the Catholic University of the Sacred Heart, where he coordinated the MEMI Measuring Microfinance Impact in the EU research project, funded by the European Investment Bank Institute. He has worked on inclusion, vulnerability, and financial education, financialization, and socioeconomic inequalities, while his current research interests focus on corporate welfare. He holds a degree in Economics and Business and a PhD in Sociology from the Catholic University of Milan.

Stefano Ronchi, Università degli Studi di Bergamo

Tenure track researcher in Economic Sociology at the University of Bergamo. He was a researcher at the University of Milan, as part of the MEIEC project. He has conducted comparative studies on welfare, European social policies, and social inequalities. He is the author of the books Social Reformism 2.0 (with Maurizio Ferrera and Joan Miró; Edward Elgar, 2024) and Social Policy and EU Polity-building Through Crises and Beyond (with Anna Kyriazi, Marcello Natili, and Miró; Routledge, 2025), and various articles published in Italian and international journals, such as Socio-Economic Review, Journal of Social Policy, Social Policy & Administration, Journal of Common Market Studies, Stato e mercato, and others.
